Hey a US Robotics external modem you say? They're the best! I still have mine. 
It was like 15 years ago but this is what I can recall.

First off establish a connection manually with a terminal emulator just so you 
know exactly how to make the connection. You'll need a program like minicom or 
kermit. You just have to be observant during the process so you know how the 
connection is made.

Then you need to write a script to automatically get your connection running.
