There is also the fact that all of the platforms U-Boot runs on appear to be very simple ones. No complicated SPD base memory initialization, etc. LinuxBIOS supports much more complicated hardware. That is the other reason for the design skew. If you can write proper memory initialization code in a day. You can put it in your bootloader. If it takes a week or two, separating board initialization and your bootloader makes a lot more sense.
