Not to be a pain, but to clarify, that's a PLCC package. QFP looks
like this:

PQFP (Plastic Quad Flat Pack)

PLCC has J-shaped leads ending under the black plastic while the QFPs
have "gull-wing" leads that point away from the package.

Flash ROM usually is DIP, PLCC or TSOP.
