One copy (vga rom), and It is used by
fallback and nomal booting.

Is the FallBack Image able to use VGA?
in Config.lb...
rom_image "normal"
optiion ROM_SIZE is the romsize - vgabios
but, there is no option ROM_SIZE in rom_image "fallback"
does this mean we have to get a complete boot... then reboot to get VGA?
