I think you need something like this:

option ROM_SIZE=512*1024
option FALLBACK_SIZE=ROM_SIZE

Yeah, this sizing stuff is highly confusing and unintuitive. It will all
be gone in LinuxBIOSv3 which will be a lot easier to use...
