ALL hardware in a chip dts should be disabled. If a mainboard needs it
enabled, then it should set the property to 1.
For example:
amd/norwich dts:
superio {
/config/("superio/winbond/w83627hf");
com1enable = "1";
};
It's important not to enable hardware by default.
