Possibly.  This may also be a pure hardware issue.  The eepro100 is quite
sensitive to slightly out of spec pci busses.

It may be worth testing against the standard linux eepro100 driver as well.

It has been observed with the eepro100 that some boots they are stable other
boots they are not.  It might just be the luck of the draw, that causes those
failures.

But checking the setting you can see with lspci also sounds quite reasonable.
