Well, first, nobody knows how VGA works, so I can not tell you the VGA
driver problem. As the rest of WinCE, it is pretty easy to load as
long as you have the neceressary information (NDA required ?? I
don't know). In summary:
1. WinCE does not use any BIOS call, AFIAK.
2. The WinCE Image has some kind of header and bootloader
protocol similiar to ELF/Multiboot spec.
