klibc and the rom reset program are both targeted at the 2.6 kernel. The rom program requires a recent 2.6 kernel to work. I'm not sure if klib supports the 2.4 kernel. klib is very closely tied to the kernel source. 2.4 is in maintenance mode. All new development is being done on 2.6.
