Ok, then we must fix linuxconf. I will do that.

the pap-secrets handling is really simple in modules/redhat/ppp.cc.
Further, linuxconf has some function (str_copyquote) to extract quoted
text out of a line. So the fix should be easy.

I will do that for the next release.
