This was a known bug some months ago, in 1.11r18 or so. It was
mentioned in my FAQ at

Jacques fixed it somewhere in 1.12.x (I think it was).
Certainly this problem vanished for me quite a while back, 1.13r4
handles adding new users using HTML just fine here. Are you *sure*
you are running 1.13r4 or 1.13r5??
