This seem to be a corrupted rpm. Try to download it again, and then do
rpm -U linuxconf-1.13r10-1.i386.rpm --force
Since the unpacking failed, it is probably normal that you end up with
both component from 1.12r5 and 1.13r10. Updating (forcing) to a clean
package will fix that.
