Very very odd. Linuxconf on redhat 5.2 is not even updating the passwd file itself. It relies on useradd/usermod/userdel and PAM to do this. This only explanation would be that you are using the wrong version of linuxconf. And even this is strange as linuxconf is "shadow aware" for a long long time, on all distributions.
