Razzloss proposed the following answer:
Don't know how adding a button would help you to remember. However in
the main trunk "actions" (connect, quit, etc..) have been removed from
the toolbar, so I don't think a pause will be added there.

You can pause all your downloads from the download queue already. Just
right click the root / object and select set priority paused (and normal
to continue the dls). You still need to disconnect all the currently
running downloads after setting them to paused state, otherwise the
current file will be finished.
