Since it seems no one has an opinion about the checkbox option, I went
ahead and committed Windkracht8's fix. Thanks for the patch and keep up

Detailed description of the issue
If I remove from download queue partially downloaded file it appears in
finished downloads in linuxdcpp 0.7091.
Expected results
It should not appear in finished downloads.
