TabControl/PageControl is not functional for frequent hub switching

Bug description:
I absolutely dislike that automatic tab re-ordering in hub tabs.
I mean: i have 4 rows of tabs (open hubs) and when you click one tab,
entire row is moved down to be near hub content. This way i never know
where a determinate hub is (with its usual position).
I know it's that component/control behaviour as far as i've programmed
with it.
And... what about locating tabs at the bottom of hubs as old-style
(not bottom of the window, but bottom of hub chat) ??? That's only a
property of PageControl/TabControl (position of tabs).
