Razzloss proposed the following answer:
All downloads are always first downloaded to the incomplete directory.
After the download is finished it is moved to  the final destination.

If downloads stay in the incomplete directory after completion it is because 
 1) You've killled/closed linuxdcpp after the download completed, but before it 
had the change to move the file
 2) Destination disk is full, and linuxdcpp can't move it
 3) User running linuxdcpp doesn't have write permissions to the destination 
directory.
Problems 2 and 3 should leave an entry to ~/.dc++/Logs/system.log if such 
logging is enabled in the settings.
