What version of Win10 is this please (as in 1903, etc...)?
There is an option in Settings/Notifications pane that prevents (real, not
example) popups from showing when DC++ main window is minimized. Is that
enabled for you?
Also what are the states of the first two tray icon related options in
Settings/Appearence top checkbox option list?

no balloon is fired when download is completed

Bug description:
DC++ version 0.868
Windows 10 x64
I activated playing a sound and showing a balloonpopup when download is
ready..
However when a download is completed only a sound is played, but no
balloonpopup is fired.
Launching an example balloon is working by the way.
