nobody is stopping you from blaming anybody, but it is just that no isp in
india currently is as good as vsnl. so you can't just throw up anything
wherein u yourself have sticked around for 3 years with vsnl. if you really
want the worth out of your hard money then you can as well shift to any
f*&#@%$ isp in india who might be able to provide the services u r looking
for.
