Sometime on Jul 3, Satya assembled some asciibets to say:

Refer my earlier post explaining IP addresses and classes. In class A,
the high bit is 0, hence range 0-127
In class B, high bit is 1, second msb is 0, hence range is 128 to 191
In class C, high bit is 1, second msb is 1, third msb is 0, hence range is
192 to 223.
