I think that should be 755, because you have to be able to read a
directory in order to see the files in it.  You neex execute permissions
to change to the directory.  The other alternative is to make `nobody'
the owner of /home/httpd but I don't recommend that because in that case
any cgi script written by any user can mess around with files in that
directory.

You will also have to make sure that /home has 755 permissions.
