Is ftp also enabled in inetd.conf?
Was ftp working before you enabled telnet?
Did you use pico on inetd.conf? pico should be used with -w if you're
using it to edit config files. Otherwise it may try to wrap lines, which
is wrong.

You don't have to download howtos. See /usr/doc/HOWTOS on Redhat, and if
that doesn't exist you may have to install the appropriate RPM.
