Hi,
There are numerous java based thin clients available. If you do
want a scenario like the one described in your 2nd para, its easily
possible using LINUX.
You see, when we are in the X-Windows environment, the server is
your display and the client is your application (This goes against the
traditional roles of a client and server). So, we can run a Server on a
powerful machine and convert old 286/386 machines into a barebones linux
workstations which only have to be able to start X .Now we can run
applications at the server end (on the powerful machine) and the X
server(display of 286/386) is the only load on the workstations (which it
can handle (easily on a 386)). I have seen environments like the above
work (in practice, on a daily basis) very well.

BTW, a proxy server is for a slightly different situation (if you are
referring to the traditional use of the work 'proxy' in the LINUX/UNIX
world).
