man ifconfig .... has an option to set the mtu ... set it for the PPP
interface
Can be set at runtime  ... dunno how the vsnl server will  take it
If you use Xisp there is an option to set the mtu .. 576 is the magic number

Haven't really used postgres though .. The howto's usually have the step by

makensfiles ... script by Atul chitnis .. present on all PCQ cd's  having a
linux distribution
This is a cache only DNS mind you
That implies you still have to setup your Resolver
Check /usr/doc/HOWTO/Dns-Howto ....

/etc/mime.types
Edit it and search for htm
add html to it,  next to the htm entry .. leave a space b/w the 2 entries
Should automatically associate ... check the application tree in the
preferences column in Netscape to open
