[ILUG-BOM] resizing ext2

Well here is one thing. My friend has a fully fledged running Linux system
with a working 3.0GB ext2 root partition and he thinks he should shrink the
partition size.

Can we do that in Linux?

If in Windows, such as with Partition Magic, can we use these tools to do
hanky panky of the sort?
