Hi.
If you wish to control from within a program (C prog...) man nice(2).
So also, for particular users and groups, you can define the default
priority in the /etc/security/limits.conf file.
I don't have pointers to any good docs on understanding that file, but I
guess it's pretty much self-explanatory.
