It's really simple. There's only one file to be modified, and only one
file too. Add this to /etc/inittab

S0:2345:respawn:/sbin/mgetty -x 3 -s 38400 ttyS0

And viola! You're done. Note that this line works for RH only. You'll
need to edit the runlevel numbers in the second column to make it work
for another distro. I'd suppose "123" for SuSE.

mgetty maintains a lock file in /var/lock/LCK..ttyS0 that ensures that
only one app uses the modem at a time.
