Estimate the cost of organizing, and participants, and obtain all the
expenditure from the participants. This is to encourage the sense of
participation and as well as to encourage a healthy trend.

I dont think it is a good idea to pay for the speakers. At best you
may give some TA, and take care of local hospitality.
