It seems that fetchmail is unable to connect to port 25 on localhost. Try
telnet localhost 25 and see if qmail responds to that. If it doesn't,
then it isn't listening on port 25.
If it does, then check your .fetchmailrc file for a smtphost option in the
user line. If there isn't one, then add it:
user ... with password... is ..... smtphost localhost
If necessary, change localhost to your machine's name (what you have in
your hosts file).
