AFAIK, PHP runs within the web server and is meant only for server side
scripting. Perl is a complete language. You can do (almost) anything in
Perl. Read the man pages.

Is it necessary for one to know C? Java? Python? COBOL? BASIC? Okay,
scratch those last two, but my point is that you need to know perl if your
job requires it, not else, but it's a really cool language to learn, even
if you don't need to use it.

You could combine them, though I don't see the need. Maybe you'd write a
server in perl and interface a web page to it using PHP. eg: write a qotd
server in perl, and call it from PHP everytime a page is refreshed. Then
again, you could probably just call the perl program from a SSI.
