i say dos is no platform for anything.
it does not provide any facility to programmers and is of liitle use
also to users.

you are defineltely wrong. no op sys has been written in basic.
till now most op sys has been written in assembly and C lang.
in fact i am not aware of any op sys written in any other lang.
(except small parts being written in c++)
