To isolate the issue, you could do away with DNS and use the /etc/hosts file
instead. That way you would know if the issue is with DNS or apache.

BTW, your main site (the "ServerName" directive in your httpd.conf)  should
also be your first virtual host. Thats how it is with the older apache.
