They are not. ALL banks in India function under certain RBI acts which 
deem banks to be a public service. So they cannot do ANYTHING which 
prevents an Indian citizen from accessing their services or charge 
arbitarily for services. Remember the spat about charging for monthly 
statements and minimum balance for savings accounts.

Agreed. Voting with the wallet is a very potent tool.

Make sure the petition includes the reasons why they should support 
OPEN STANDARDS.
