Select hardware like ATI (and Nvidia I think) are an exception to this
rule. I'm guessing you will get good performance with good resolutions
for your X out of the box. It's just that the power of the graphics
system (3D support for example) will not be out of the box so to
speak. you will have to probably install the manufacturer's driver for
it.

Also, I believe ATI manufacturer written drivers are proprietary.
There's reverse engineered drivers available (not full performance
though) since the specs are not open.
