You may be able to accept donations from outside india.
1) They can wire the money to any NRE account (non resident-external)
which is a repatriable tax haven, where the funds stay in rupees and
they can write to you a rupee cheque. 
Most desis have an NRE account in india (ICICI and HDFC getting the
bulk of customers) and for those who dont, they can send the funds
through an account holder which still keeps everything kosher.

2) They (donors) may be able to use services like remit2india to
donate. Again, you will get a cheque or draft which is in rupees.

It's worth investigating this angle a little bit more.
