Basically, we need to implement it over a billion+ population. More than technology it is the mindset of the people that will be barriers to such technology (apocalypse anyone?). Also, we all know how easily people give out their SSN leading to identity theft as is evident in USA. I think these hurdles towards such a system are much more serious than the technology itself. After all, even today every family in India does not have a ration card.
