Thanks for all the responses, though few were a bit senseless!
About using guidance, different people follow different approaches
towards learning. A piece of documentation, a book, an individual, an
institution - any of these could be a guide. Depending on
availability, affordability, and effectiveness, people decide which one
to use. Not that one can learn only with guidance, but that is a well
accepted, effective way. Personally I feel it is senseless if somebody
say "NCST staff members should go through Linux kernel code to understand
the kernel internals, looking for any guidance means research is dead!".
Unavailability of experts in one or the other area is a problem being
faced by many organisations like NCST. And that is inevitable when
the experts leave the organisation for more lucrative jobs! :)
