It all depends on video size, if you opt for QVGA (320X240) then probably 512kbps DSL would be able to serve one client but at much lesser fps. You need a whopping bandwidth (may be 2MBPS or more) to carry good quality video. You also have to consider latency. We had tested such system on office LAN on QVGA at 15fps.
