It all depends on video size, if you opt for QVGA (320X240)  then probably
512kbps DSL would be able to serve one client but at much lesser fps.

You need a whopping bandwidth (may be 2MBPS or more) to carry good quality
video. You also have to consider latency.
We had tested such system on office LAN on QVGA at 15fps. The quality was
OK, but did not checked bandwidth.
