I read somewhere that this problem could be due to incorrect mime type
reported by my apache server.
So, I fiddled around with mime.types file.
Looking at mime entries for ppt and xls files( they could be accessed fine),
I first changed description for doc files to

application/vnd.ms-word   doc

It didnt work. So I again changed it back to application/msword
And now its working without a hitch!! Basically the problem was as
miraculous as the solution! I am also able to attach doc files in mail as
attachments now.

Its good that its working, but if anyone can..I would like to know the cause
of such problems with a file type not being able to be uploaded from a
machine at all., in any manner , be it httpd or mail attachments.
