If you mean who registered the wiki, I did it. Other than that there is no
single person or group controlling/running it. It is meant to connect
various user groups and communities and track indian foss
contributions/events.... anything related to foss. The wiki contributors run
it. It also used for coordinating some of the localisation efforts.
