Do they (edu institutions / Affiliated Colleges) need
to? Don't they get software cheaper (a little less
cost). Rather, don't universities atleast get it
cheaper than corporates?

A lot of piracy happens at the corporate level under the name of
volume licensing. As an example, if the company has paid for 7
licenses of , say, Windows 2003, they use the same keys to install on
atleast 10-12 computers saying that they "erased the previous
install". These guys simply give out a fresh key.

That apart, there seems to be no other licensed software other than
those provided by MS. The editors (EditPad, UltraEdit), WinZip,
Trialware like Toad all come with cracks, serials and patches on their
software repository servers.
