this is India - people are lazy. The extra work involved in
requesting for an Id puts people off from contributing.
Contributing is a here and now kind of thing - if it cant be done
here and now, it wont be done
at the very least put a message on the login page asking potential
users to mail the sysadmin for a login - it is now 6 hours or more
since I asked for a login
