Why don't you use a live cd of ubuntu and download and save the apt
packages into your hdd. Then burn them into a CD in windows after
removing the live cd. Transfer from the cd to the server machine.
To mount your hdd in the live CD, use the following commands:-
sudo mkdir /windows
sudo mount -t vfat /dev/hda5 /windows ( hda5 means partition 5 in
primary master disk, most probably your D-drive )
