Debian do in my cases. See any package in PTS. There is section called: 'Patches from Ubuntu' and yes, all patches in Ubuntu are available under: http://patches.ubuntu.com In many cases, Ubuntu is also upstream for Debian packages (because some developers are working at Cannonical).
