You mean a drafting packagelike Auto Cad. brlcad does 3d but is not a drafting tool.. Fortunately on the ecad side foss is the standard. Infact most of the commercial vhdl engines are based on the foss versions. Confession- for pcb drafting i still use my ancient 1988 dos Circuit Maker created by a bunch of kickass indian coders. It is beginning to show its age though and i have started playing around with GNU pcb.
