Nope. It just means that he needs to know just what he knows. He needs to know how to know stuff he does not know but needs to know. Simply put a normal feller who knows his basics, knows his capabilities and current limits, has the right attitude (which includes him knowing he can expand those limits) and has the willingness to learn.
