I am going to follow these basic rules.
1. Should use the same mailing list software and not try to reinvent the wheel
by writing a new mailing list software. (This will include studying the
present mailing lists softwares and their analysis)
2. Include POP as an option to it instead of forcing everyone to POP from the
server. So POP will only be an feature and not a compulsion, list admins my
diable this feature if required.
3. Support to reply to mails online - web based. (Online Yahoo groups or
google groups for example).
The interested programmers who have contacted me and I have managed to gather

The software that is better need not be popular.
It is a matter of choice what you prefer, better or popular.
Linux/GNU gives you choice and also is the best software today in the market,
