It is often a huge pain in the ass to download 3cds worth of data(redhat in this case) even over cable connection as the connection is so damm slow. As a result, not every linux user can afford(timewise and/or moneywise) to upgrade to the newest version of his/her favorite distro as soon as it is released. Also, not all the ppp people can afford to do "apt-get upgrade" or "emerge world" every night.
