Well if that's the case, then you don't need to wait for a release at all. You can simply install Sid, the "unstable" version that changes almost everyday. This is the one which always has the latest packages, but all bets are off if you demand stability or even the guarantee that it would work. I use unstable ... works pretty ok, but then again, I don't really do anything great besides surfing and a few assignments. If you have a very good network connection, you can simply use a boot-CD to install Debian from the network. It automatically selects the IITM mirror when you select India. If you have a relatively slow but good connection, you might want to borrow Debian CD's from someone, and then simply upgrade GCC and other libraries over the network.
