These are some The first 4 points are well covered by Nagios. The 5th needs a few MRTG graphs, and an accountant handy. The 6th is half technical and half buzzword. I would just hire four clued people (yup, list archives are a good place to find them) and put them in front of a few boxes running Nagios.
